Generate income for the Council in line with our service level agreement.

Lead and ensure that the Council is made aware of new applicable legislation and guidance as it arises.

Investigate health and safety incidents, including serious incidents to identify relevant root causes, risk management strategies and support the sharing of lessons learned.

Deliver interventions aimed at mitigating the risk to the health and safety of employees' and others and improving the outcomes in relation to employee and visitor safety.

Lead the delivery of designated aspects of the Health and Safety business plan within the allocated budget, seeking commercial opportunities to improve the service offer internally and externally to partners

(schools) and to enhance the reputation and the brand of the Council.

Think through and action decisions, goals and priorities that can further the stated strategy for service improvement over the next year, monitoring and managing defined budget and resources

* Lead the delivery of Health and Safety priorities linked to service areas.

* Contribution to the annual report each year demonstrating impact of improvement actions.

Key activities

Lead the Health and Safety team to ensure that appropriate plans are in place and provide support to local managers.


Be an active member of the HROD management team and work across all disciplines to support and encourage Matrix working.


Represent the Council's Health and Safety function at external meetings, steering groups and seminars.


Work closely with the Head of Culture and Employee Engagement, Trade Unions, HR Culture Partners, Head of HR Consultancy, HR Consultants and L&D Consultant to protect the workforce and mitigate any risks


Lead and develop Health and Safety programmes, utilising appropriate interventions.


Lead and monitor Health and Safety training compliance data, escalating areas of concern to relevant internal stakeholders.


Experience of successfully dealing with complex and sensitive situations at both an individual and organisational level in a diplomatic and professional manner.


Ability to coach the team, develop and motivate them in delivering excellent results through Health and Safety interventions.


Translate service plan into Health and Safety priorities and keep the Council safe from litigation.


Represent the Service Director/HROD department when required.

Essential qualifications/knowledge



Educated to degree level or equivalent.

NEBOSH Diploma in Occupational Health and Safety or equivalent


Chartered Membership of IOSH or equivalent


Management qualification or on the job experience


Post graduate or professional qualification in safety management and/or risk management


Safety improvement methodology or knowledge of quality improvement techniques


In-depth knowledge and understanding of laws, regulations and guidance that apply to health and safety, with experience of advising on compliance


In-depth knowledge and understanding of relevant statutory duties and functions provided by local authorities


Extensive knowledge, experience and understanding of the service area –


Desirable qualifications/knowledge



Demonstrable working knowledge of a range of Health and Safety frameworks
